Manchester received fresh devolved powers in the Summer Budget as George Osborne declared that “devolution within England has only just begun”.
As foreshadowed in the Financial Times, the chancellor announced talks with Liverpool, Leeds, Sheffield and Cornwall aimed at securing “far-reaching” deals to pass down authority from Whitehall.
