Regional government in its many forms has become one of the most hotly debated issues of the government’s devolution programme. Whilst Regional Development Agencies claim to have encouraged millions of pounds of investment into the regions, other organisations claim that these figures are over exaggerated and that they have simply been a drain on resources. Does the regional tier represent a greater devolution of power away from Whitehall and a step forward, or does it need to be abolished and its powers re-absorbed into local government? Or is there a middle ground?
