Report: Managers lack time to reform

More than half of council bosses believe a lack of time and capacity is holding back the transformation of public services, according to a new report by Localis.
According to the think-tank, 58% of leaders and chief executives cite time and capacity as the biggest barriers to change.
And almost two-thirds (65%) see council leaders and top officers as key drivers in improving how public services are delivered.
‘While there are plenty of good news stories, local government needs to do its bit to highlight the barriers, then work with partners to bust them,’ said senior policy officer at Localis Steven Howell.
