John Denham could bring forward new legislation on the balance of power between councils and central government.
In his first major announcement since being promoted to Communities secretary, Mr Denham said he would shortly consult on ?ideas for placing the relationship between central and local government on a stronger and clearer basis?.
His comments came after Prime Minister Gordon Brown raised the importance of empowering local government and communities in his programme of constitutional renewal.
Responding, the Conservative leader David Cameron called on Mr Brown to abolish regional development agencies.
