Councils freed from bylaw hurdle

Councils will be freed to make or revoke byelaws without government permission, communities and local government secretary John Denham has said.
Byelaws would instead to be scrutinised locally before taking effect.
Enforcement would move from magistrates’ courts to a system of fixed penalty fines.
Mr Denham said: “Where national laws don’t offer protections for localised problems, council leaders must be fully equipped with the powers they need to act decisively and effectively to tackle issues on behalf of their citizens and communities.
