Economic development

After the 2024 general election, the previously ubiquitous slogan of ‘levelling up’ was uniformly dropped. Yet the issue of regional inequality – in health, in living standards, in productivity and in social mobility – remains a pressing concern to central government. For local authorities, the challenge of achieving inclusive and sustainable economic growth, to the ultimate goal of raising prosperity for all residents, continues to be a pressing concern even in the context of constrained capacity and service delivery pressures.
Our economic development workstream builds on the political-economic analysis of regional inequality presented in our 2019 report Hitting Reset and built on through out the mixed history of the ‘levelling up’ era, seeking to chart out the best routes to place prosperity, particularly in the context of rising living costs and increasing demographic challenges for councils.
